- NC Ferry terminals and vessels โ State law applies, but the ferries are federal waters-adjacent. Use caution.
- Airports (ORF, ECG, ILM) โ TSA operates under federal jurisdiction. Flying with THCA flower is risky.
The November 2026 hemp cliff and possession
The single most important change coming to cannabis possession on the OBX is the DEA's Total THC rule, effective November 12, 2026. Under the new rule:
