To understand NC law, you have to stop thinking about "weed" and start thinking about Delta-9 THC.

Under the 2018 Farm Bill, the US government (and NC by extension) defines hemp as any cannabis plant with less than 0.3% Delta-9 THC. This is why you see shops selling flower that looks, smells, and feels like traditional cannabis—it's just that the THC is in the form of THCA (the non-psychoactive precursor), not Delta-9.

Traveling into the Outer Banks

If you're driving in from Virginia or South Carolina, you're entering a different legal jurisdiction. While most states follow the Farm Bill, local law enforcement may not always be up-to-date on the latest THCA trends.
